The fact is that in the source article, which is from Encarta Encyclopedia, they refer to Tokyo as to "the metropolitan area", consisting of "23 special wards (ku), 26 cities (shi), seven towns, and eight villages." And the population of this very metropolitan area is more than 35 million.
So, I believe the truth is somewhere out there :))
