that "Tokyo metropolitan area" consists of Tokyo and the prefectures of Chiba, Kanagawa and Saitama.
The population of this very metropolitan area is more than 35 million.

But Tokyo itself, one of the 47 prefectures in Japan, consisting of "23 special wards (ku), 26 cities (shi), seven towns, and eight villages" has about 12million.
